District 3 spans the central portion of the Capital City from Bradley Elementary School and vicinity in the north to Owens Field and South Beltline Boulevard in the south. The eastern section of the District reaches to Garners Ferry Road and Gills Creek, and to the west it extends to the downtown City Center.
There are a dozen or more large, residential neighborhoods in District 3 such as Shandon, Rosewood, and Pinehurst and numerous smaller residential enclaves. The residents of the District are diverse in terms of economics, education, race and ethnicity. This variety is strengthened by the large number of students, faculty and staff associated with the University of South Carolina who live in the District.
The retail and commercial neighborhoods in District 3 include Five Points, Devine Street, Rosewood, Millwood, east Taylor Street and a portion of North Beltline. Among the significant institutions and facilities located in District 3 are the University of South Carolina and its Williams-Brice Stadium, the State Fair grounds, the Columbia Tennis Center on Wheeler Hill, Owens Field airport, Maxcy-Gregg Park and Pool, and the Epworth Children's Home.
